In anticipation of a contract award, we are looking for candidates for a role that entails providing professional acquisition liaison services to Federal program offices onsite in Washington, DC. You will work closely with the Agency's clients to develop actionable acquisition packages for submission to the office of procurement for solicitation, award, and delivery of supplies and services to meet mission needs.

Work Location: This position is onsite role in Washington, DC. Seventh Sense will support your commute by contributing over $1,500 annually to your Transportation FSA.
What You'll Do:
- Works under general oversight of the COR in performance of requirements development and acquisition package development activities.
- The contractor must provide subject matter expertise in the specialized field of federal acquisition to effectively support program/technical staff in processing services/commercial requirements through the entire acquisition process from cradle to grave.
- Possess ability to assist the program office with the appropriate preparation of purchase request (PR), packages for input into a contracting system, understand what documents shall be attached to the actual PR package as supporting documentation and what the purpose for each.
- Reviews acquisition packages prior to submission to the procurement office and assists in the review of existing contracts to determine compliance with applicable laws, regulations and policies.
- Possess the ability to work closely with mid‐level or lower‐level program professionals to develop acquisition documentation and assists SMEs (COR and program offices) with acquisition planning to develop requirements and evaluation criteria for acquisitions.
- Assist program personnel with the development of acquisition plans; acquisition requirements (SOW, SOO, PWS), functional requirements or specifications, market research reports, determination and findings, and exception to fair opportunity statements, and justification and approval.
- Assist in the development of Independent Government Cost Estimates (IGCEs) and market research to support IGCE or business case models.
- Provide cost and price analysis.
- Ability to use different contract types such as FFP, Cost Reimbursable, LH, T&M etc. for actions.
- Knowledge of and hands-on experience with contract writing systems such as PRISM is desirable.
- Utilize knowledge and experience to select and contribute to assistance of the administration of various procurements via contract mechanisms such as Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, task/delivery orders, Blanket Purchase Agreements (BPAs), call orders, purchase orders, Intra/Inter Agency Agreements (IAAs), etc.
- Contractor personnel must be able to successfully assist with carrying out pre-determined and recurring contract administration duties to support the program office and the acquisitions office.
- Attend relevant meetings involving the program and acquisitions office. Meetings must not cause any potential conflict of issue situations. Take meeting notes and use various methods of communication to effectively communicate with people at various levels of the organization.
- Must possess demonstrated ability to handle complex problems through resolution, assist with validation of data, completes tasks needed to successfully assist with advertising, soliciting, constructing, awarding, and administering contractual actions (i.e. contract modifications).
- The contractor shall assist with preparing contract actions for closeout.
- The contractor shall maintain and keep an updated electronic excel spreadsheet of the status on all contract actions for which assistance has been provided.
- Works under general supervision of the PMO Division and Operations Division contract management, respectively. If the organization structure is to change, contractor will be notified and adjustments made to accommodate the change etc.
- Reviews Acquisition packages prior to submission to the Acquisition Office, assists in the review of existing contracts to determine compliance with applicable laws, regulations and policies.
- Tracks all contracting funding levels to ensure current funding levels. Work with respective COR and Contract Specialist for the contractual action to convey information etc.
- As required, assists in the performance of market research and trends, as they apply to the program, with guidance of the Acquisition Liaison.
- As required, assists with the development of source selection evaluation criteria.
- Coordinates and works with the technical experts and the contracting office to ensure project milestones are reflected in the contractual documents and project plan.
Must Haves:
- Applicants must have a bachelor's degree and 5 years of equivalent experience
- Ability to gain and maintain a Public Trust clearance
- Mid-level procurement experience
- Ability to operate on site as part of a team
- Knowledge and skill in researching basic acquisition procedures and requirements in the Federal Acquisition Regulations.
- Comfortable working with files on a SharePoint Site
- The candidate shall have excellent writing and verbal communication skills.
- Must be proficient in MS Teams, MS Excel, MS PowerPoint, and MS Word.
- Proficient with Google Workspace Products such as Calendar, Sheets, Chat, G-mail, Docs, Slides, Drive, Meets etc. and analytical skills.
- Experience various parts of the FAR such as Part 12: Acquisitions of Commercial Products and Commercial Services, Part 13: Simplified Acquisition Procedures, Part 15: Contracting by Negotiations, Part 37: Service Contracting, Part 43: Contract Modifications
- Must also have knowledge plus experience with use of General Services Administration (GSA) Market Research as a Service (MRAS) and other market research tools to assist with efforts during the acquisition planning stage. Additionally, Customer Relationship Management (CRM) experience is desired.
- Experience outlined in GSAR subpart 538.71 that contains the streamlined ordering procedures and rules for placing orders and establishing Blanket Purchase Agreements (BPAs) under the Federal Supply Schedule (FSS) / Multiple Award Schedule (MAS) program
Nice to Haves:
- Professional certification (e.g. FAC-C Level II or equivalent) in contracting is highly desired
